Ideally, this program takes place on a large surface (outdoor tennis court for example), or perhaps a large, indoor space, with a floor big enough for a large, taped-out map pf camp. Split the edah into 5 teams, each team gets assigned certain territories on the map. Then in turns, teams can begin to divvy up their team members onto their different territories strategically. During turns, team members can 'attack' neighboring territories by playing a game of Rock Paper Scissors (best out of 3), if victorious, they take over that territory and that team member is now on THEIR team.
